Exemplar stewardship of financial matters has earned the City of Irving top-level recognition from state comptroller and peers.
The City of Irving has been recognized for its excellence in fiscal transparency by the Texas Comptroller’s Leadership Circle, a program that recognizes local Texas governments and school districts that strive to meet the highest standards for financial transparency online. Platinum-level designees are models for other cities to follow, according to the Leadership Circle.
To be recognized at the Platinum level, municipalities and school districts must meet criteria in four major categories as well as some minor criteria (e.g., prior fiscal years’ reports and registers, contact information for elected officials) and debt disclosure. The four major criteria include having a current adopted budget, current annual financial report, a current check/expense register and a transparency page on the city’s website. Prior to receiving the Platinum level for the second year in a row, the city received the Gold level for four years (inception of the program was 2009). Financial Services’ also has earned the Distinguished Budget Presentation Award from the Government Finance Officers Association. To earn this award, the budget document was evaluated against international standards as a policy document, financial plan, operations guide and communications device. Receipt of the award reflects the professionalism and commitment of numerous individuals as well as many hours of hard work. Irving has earned the Distinguished Budget Presentation Award 27 times in the award program’s 30-year-history.
